Board Members

NBA has assembled a team of experienced professionals with the required expertise to direct and manage the Bank for the benefit of its shareholders. There are currently 13 Directors whose backgrounds are highlighted below.

Conrad Walton Fleming

CONRAD WALTON FLEMING, R.L.S.

Chairman of the Board of Directors

Mr. Conrad W Fleming who was the first Chairman of the Board when the company was established in 1984 has once again resumed the position of Chairman of the Board of Directors. Mr. Fleming, a businessman, is the majority shareholder/Managing Director of the Anguilla Tourism Development Company Ltd., dba Anguilla Great House and Founder and Managing Director of Anguilla Trading Company Ltd. and Superior Industrial Equipment Ltd. He is a Registered Lands Surveyor and Building Contractor.

Mr. Fleming is a British Dependent Territories citizen and was born 17th August 1933. His mailing address is: P. O. Box 30, Anguilla.

Frederick Osborne Harrigan

FREDERICK OSBORNE HARRIGAN

First Vice-Chairman of the Board of Directors

Mr. Harrigan has been a Director of NBA since 1992 and is currently the Second Vice Chairman. He is a self-employed businessman. Mr. Harrigan is the Founder and Managing Director of Anguilla Motors Ltd., Island Car Rental, Island Auto Parts and Harrigan's Exterminating Services in Anguilla and St. Maarten. Prior to moving to Anguilla from the United States Virgin Islands in 1983, he was District Manager of an exterminating services company. He is a Director of Malliouhana-Anico Insurance Company Limited.

Timothy Augustine Hodge

TIMOTHY AUGUSTINE HODGE, M.B.A., B.A.

Director

Mr. Hodge has been a Director of NBA since 1986 and was one of the promoters of the Bank. He has been Anguilla's Director of Social Security since 1986, and is a Director of family corporations Dolphin Enterprises Ltd., dba Anguilla Drug Store and Hodge Holdings Ltd. He is a Director of the Eastern Caribbean Home Mortgage Bank with headquarters in St. Kitts, and of National Commercial Data Services Ltd. Mr. Hodge is a member of Anguilla's Constitutional and Electoral Reform Committee and Health Authority Planning Board. He holds a B.A in Finance from the University of the Virgin Islands and an M.B.A. from the University of the West Indies.

Mr. Hodge is a British Overseas Territories Citizen and was born January 7th 1962. His mailing address is P.O.Box 1007, The Valley, Anguilla.

Ernest Valentine Banks

ERNEST VALENTINE BANKS, Dip. Bkg

Director

Mr. Banks has been a Director of NBA since 1990 and is currently the Chief Executive Officer of NBA. He began his banking career with Bank of America in 1969. He is a Director of National Commercial Data Services Ltd. and Chairman of the Caribbean Credit Card Corporation. He has also served as Vice Chairman of the Caribbean Association of Indigenous Banks, a member of the Economic Planning Unit of the Government of Anguilla, a Director of the Chamber of Commerce, Past President of the Anguilla Rotary Club and Paul Harris Fellow. He is the Vice President of the West Indies Cricket Board Inc. He holds a Post Graduate Diploma from the Graduate School of Banking in Madison, Wisconsin, U.S.A. and currently serves as a member of the Advisory Council of the said School.

Fabian M. Fahie

FABIAN M. FAHIE, MA (ECON), B.Sc.

Second Vice Chairman

Mr. Fahie has been a Director of NBA since 1985 and was one of the promoters of the Bank. He is a Director of Malliouhana-Anico Insurance Company Limited, Malliouhana Travel and Tours, National Commercial Data Services Ltd. and National Investment Company of Anguilla Ltd. He is the Permanent Secretary for Economic Development, Investment and Commerce in the Goverment of Anguilla. He has served as Chairman of the Social Security Board, Chairman of the Board of Directors of the Anguilla Electricity Company and Vice Chairman of the Anguilla Development Board. He has also served on the Chamber of Commerce. He holds a B.Sc. in Economics from the University of the West Indies and an M.A. in Economics from the University of Manchester, U.K.

Mr. Fahie is a British Dependent Territories citizen, born 11 July 1951. P. O. Box 237, Little Harbour, Anguilla.

Ralph V.C. Hodge

RALPH V.C. HODGE, M.B.E. B.Sc.

Director

Mr. Hodge is a promoter of NBA. He was the first Corporate Secretary, a position held until he resigned to take up the post of Director of Finance and Planning in the Government of Anguilla. He has served in numerous other posts in the Ministry of Finance including: Accountant General, Principal Assistant Secretary, Permanent Secretary Budgets/Accounts. He also served as Permanent Secretary in the Chief Ministers Office. Mr. Hodge has recently retired from the position of Permanent Secretary, Health, Social Development and Sports. Mr. Hodge has also acted as the Islands' Deputy Governor on several occasions.

Mr. Hodge has served as a Director at the Eastern Caribbean Central Bank and the Caribbean Development Bank and also as the Chairman of the Anguilla Social Security Board. He has headed and /or served on several other government boards and committees. Mr. Hodge has been a three-time president of the Anguilla Lions Club. He is a former President and Treasurer of the Anguilla Public Service Association. He has taught various financial courses both at the governmental and private sector levels. Mr. Hodge is one of the original Radio Anguilla broadcasters. He is a fully qualified cricket umpire and is also an avid sports enthusiast, commentator and administrator.

Selwyn F. Horsford

MR. SELWYN F. HORSFORD

Director

Mr. Horsford holds an Associates Degree in Business Management from Johnson and Wales University and a B.Sc. in Business Management from South-Eastern University in the USA. He was also awarded the Certificate of Academic Excellence in Liberal Studies by the South-Eastern University. Mr. Horsford is an experienced Banker with over 34 years in Banking. His banking career started at the local branch of Bank of America in Anguilla, where he elevated from the position of Teller in 1968 to Manager in 1975. His tenure with Bank of America ended on 7th March 1985 when the National Bank of Anguilla bought the Bank of America's local branch.

Mr. Horsford was one of the Managers of National Bank when it began operations in 1985. Today, Mr. Horsford is NBA's Chief Corporate Officer and a member of the CEO's Inner Team. He also served as Director on the Board of Directors of the Bank since its inception in 1985. Mr. Horsford is also currently the Chairman of Malliouhana-Anico Insurance Company Ltd. Previously, he served as a Director of the National Investment Company of Anguilla Ltd. Anguilla National Insurance Company. He also served as a member of the Anguilla Chamber of Commerce and a representative of the Bank of the Anguilla Financial Services Association.

Maglan Richardson

MAGLAN A RICHARDSON BA, MBA

Director

Mrs. Richardson was elected to the Board on 13 March 2003. She is and has been employed with the Anguilla Social Security Board from 1999 to the present. She served as the Board's Internal Auditor until 2002 and presently serves as Assistant Director, Human Resources and Corporate Services. She holds a diploma in Hotel Management and Institutional Operations, from Barbados Community College, a Bachelors of Arts Degree in Accounting from the University of the Virgin Islands, in St Thomas, USVI and a Masters Degree in Business Administration from the University of the West Indies, Cave Hill Campus, Barbados.

Mrs. Richardson is a British Citizen, and was born on October 17th, 1963.

Rosmund Davis

ROSMUND DAVIS

Director

Mr. Davis began his career at the National Bank of Anguilla Ltd in 1993 as a teller. In 1996, he pursued a degree in Banking and Finance at the Florida International University where he graduated in 1999 with a Bachelors of Arts Degree in Finance with honors. During his tenure at the National Bank of Anguilla Ltd, Mr. Davis rose through the ranks to the position of Senior Lending Officer. He holds a post graduate diploma in Banking, from the Graduate School of Banking in Madison Wisconsin.

Mr. Davis was a licensed principal and representative on the Eastern Caribbean Securities Exchange (ECSE). In 2005, he took up the post of financial controller at Flags Luxury Properties where he currently works. He is also a successful businessman and developer who is respected through out the business community.

Mr. Davis is a British Dependent Territories Citizen, born 29th, November 1975.

Russel S Reid

RUSSEL SYLVESTER REID, B.A, MSc

Director

Effective July 1st, 2003, Mr. Russel Reid joined the NBA Board of Directors as the Government Appointed Special Director. He has been employed with the Ministry of Social Development since 1985 and currently holds the position of Director, Library Services. He is now embarking on a new career as an Information Technology Consultant with a focus that information technology has become a strategic and organizational change issue rather than merely a technical issue. Mr. Reid serves as Vice Chairperson to the Tenders Board of the Ministry of Finance. Additionally, he is Secretary to the Anguilla Amateur Basketball Association. He holds a Bachelor of Arts Degree in Library and Information Science from the University of the West Indies, Mona Campus, and a Masters of Science Degree in Information Technology, Management and Organizational Change from the five star rated Lancaster University Management and Business School in the United Kingdom.

Mr. Reid is a British Overseas Territory Citizen, and was born 6 December 1965. P.O.Box 719, The Valley, Anguilla.

Cora Richardson-Hodge

CORA RICHARDSON-HODGE

Director

Mrs. Cora Richardson-Hodge is an attorney practicing in Anguilla since 1999. She obtained a Juris Doctor Degree from Stetson University School of Law in St Petersburg, Florida in 1999 and her Legal Education Certificate from Council of Legal Education through Eugene Dupuch Law School in Nassau, Bahamas in 2001. Mrs. Richardson-Hodge is also an Eastern Caribbean Supreme Court trained mediator and is on the Roster of Mediators for the Anguilla Court.

Between 1999 and 2000 Mrs. Richardson-Hodge was employed at Webster Dyrud Mitchell as a Foreign Associate Attorney. She was thereafter employed at Keithley Lake & Associates as an Associate Attorney between 2001 and 2006. In July 2006, she was appointed by the Government of Anguilla to act as Liaison Officer between the Government and Flag Luxury Properties. In November 2006, Mrs. Richardson-Hodge officially opened her Law Firm, C.R. Hodge & Associates which is located in the Haskins Building in the Valley.

Mrs. Hodge-Richardson is a British Dependent Territory citizen and was born 8 January 1974. Her mailing address is #15 Long Road, The Valley, Anguilla.

Merwyn Rogers

MERWYN F L. ROGERS M.P.H., B.Sc.

Director

Mr. Rogers served as Government appointed Director of NBA from 1999 to 2003. He was employed with the Ministry of Health from 1995 to 2005 and held positions such as Directors of Primary Health Care, Health Planner, and Permanent Secretary. Mr. Rogers currently holds the position of Permanent Secretary in the Chief Minister's Office.

Mr. Rogers serves as Chairman of the Land Development Control Committee for the Ministry of Physical Planning. He is an experienced radio broadcaster and is the founder of New Beginnings Radio. He holds a Bachelor of Science Degree in Biology and Chemistry from the University of South Carolina at Aiken and a Masters Degree in Public Health from the University of the West Indies. Mr. Rogers in a British Dependent Territories Citizen, born 11 October 1967. His mailing address is P O Box 126, the Valley, Anguilla.

Vincent Proctor

VINCENT. N. PROCTOR, MSc., BSc.

Special Director

Effective March1st, 2009, Mr. Vincent Proctor, a British Overseas Territories Citizen, born 15 December 1964 joined the NBA Board of Directors as the Government Appointed Special Director. He has been employed by the Government of Anguilla since 1983 and currently holds the position of Principal Planning Officer within the Department of Physical Planning. As the Principal Planning Officer he is charged with the responsibility for developing strategic development plans for Anguilla. He manages the regulation of all planning applications and has experience in environmental impact assessment, having dealt with over a score of major projects that have been accompanied by an environmental statement. He is currently working on the development of planning and building standards, which will ultimately lead to the enactment of a national building code for the island.

He is Secretary of the Land Development Control Committee and also serves on the Tourism and Investment Committee and the National Environmental Committee.

Mr. Proctor holds a diploma in “Planning Technology” and a Bachelor’s of Science degree in Planning and Environmental Resource Development from the College of Arts of Science and Technology in Jamaica. He also holds a Master of Science degree in Planning Studies specializing in Tourism Planning and Environmental Management from the University of Oxford Brookes in the United Kingdom.  In addition, he has successfully completed a certified training programme under the Caribbean Development Bank in project and risk management.
